YouTube Updates Monetization Policy 2025: Key Changes and Implications

The biggest online video streaming platform YouTube is updating its monetization policy which means that some rules for content creators are being revised. These changes took effect on July 15.
YouTube’s management stated that a minor update is being made to its “repetitious content policy” to clarify what qualifies as repeated or “mass-produced content.”
The name of the policy has also changed — it was previously called “Repetitious Content” and will now be referred to as “Inauthentic Content.”
What Is This New Youtube Partner Program Policy?
YouTube says such content already did not meet monetization standards under their existing policies because the platform only promotes creators who produce original and authentic content.
“Content that is spammy, repetitious, or mass-produced is not eligible for monetization. The YouTube Partner Program needs original and authentic content.”
YouTube also clarified that there has been no change to its “reused content” policy, which applies to commentary, clips, and reaction videos. If content includes original commentary, educational value, or creative input, it can still be monetized, even if it includes reused elements.
Is There a Ban on Using AI to create videos?
A frequently asked question is whether YouTube is now banning the use of artificial intelligence (AI). YouTube has clearly stated that it is not against AI, but rather supports its use to enhance content.
Youtube itself provides creators with AI tools such as “auto dubbing” and “Dream Screen.” All channels must follow YouTube’s monetization policies, and creators are now required to disclose whether their content is original or AI-generated or modified.
For example, if an image or video is created using AI, this must be clearly disclosed. It is necessary to avoid fake news. However, if a creator uses AI to apply beauty filters, enhance audio, or generate missile animation, disclosure is not required. But if a missile strike on a city is shown, then the AI usage must be declared, as it can be misleading otherwise.
What Kind of Content Will Be Restricted according to New Youtube Update?
After new youtube update the key question is: What content will be considered inauthentic under the new policies? YouTube says this includes mass-produced content. Examples include:
- A channel that uploads voiceover videos with minor differences.
- Channels that only upload slideshows with similar narratives.
Such content will be deemed mass-produced and will not be eligible for monetization.
When Does a Youtube Channel Get Monetized?
YouTube has become a major source of income for many youtubers through vlogs, detailed reports, and news content. To get your channel monetized, it must be eligible for the YouTube Partner Program (YPP).
There are two main criteria:
1. 1,000 subscribers and (4,000 watch hours in the past 12 months)
2. 1,000 subscribers and (10 million Shorts views in the past 90 days)
Once you meet the requirements, you can click on Apply button on Earn Tab to apply for monetization.
Other Business Models on Youtube
This latest youtube update is not affecting other business models on youtube. For example, creators sell and buy channels, although not allowed and provide different services like watch hours and subscribers.
